PERMIT COMPLIANCE SYSTEM (PCS)

Description:

The Permit Compliance System (PCS) is a computerized management information system which contains data on National Pollutant Discharge Elimination System (NPDES) permit-holding facilities. PCS keeps extensive records on more than 65,000 active water-discharge permits on sites located throughout the nation. PCS was developed to meet the informational needs of the NPDES program under the Clean Water Act. PCS tracks permit, compliance, and enforcement status of NPDES facilities. Permitees, EPA Regional Office staff, and state staff submit information. PCS is updated twice weekly. Two levels of edit checking are used. The first level verifies the completeness and validity of data in each transaction. Required fields are checked for values; numeric fields are checked to ensure that the value entered was numeric; and code fields are checked against valid PCS values. The second level verifies the transactions relationship to existing data for that facility (for example, an outfall schedule cannot be added unless the facility record exists).
