Impact/Purpose:

The report updates MOVES gasoline effects which are applied to vehicle exhaust species for selected fuel content and bulk fuel properties Fuel effects are also used to estimate some VOC species for vehicle start and running operation. Updates are made to calculations used to estimate air toxics as fraction of total VOC. It also describes methods used for estimation of air toxics species using emission speciation profiles and/or pollutant emission rates. This update includes TOG speciation and PM speciation profiles for both light-duty gasoline and for pre-2007 heavy-duty vehicles. The report’s fuel and lubricating oil sulfate calculator maintains PM mass balance with sulfate changes.

Description:

The report updates fuel effects applied in MOVES2013 for selected fuel content and bulk fuel properties in gasolines containing up to 20% ethanol for gasoline fuel sulfur content and for fuel ethanol content for E85 and similar blends. These adjustments are applied to vehicle exhaust HC, CO, NOx and PM and are used to estimate certain VOC species for vehicle start and running operation. The work also updates calculations used to estimate air toxics as fractions of total VOC. The report includes descriptions of methods used for air toxics species estimation that are modeled from emission speciation profiles or from pollutant emission rates (e.g., mass/distance) using general fuel properties or vehicle technology groups. These toxic species include dioxins/furans, PAHs, gaseous VOCs (not seen in MOVES) and metal species. Speciation is included for diesel and vehicle evaporative emission toxics, as well. The report incorporates TOG and PM speciation into MOVES. These profiles, with additional PM2.5 species, will produce the model-ready pollutant species emission numbers needed for AQ modeling, including ‘lumped-species’ TOG. This update includes a light-duty gasoline PM speciation profile, used to update MOVES gasoline EC/OC emission rates, and one for pre-2007 heavy-duty PM. The report includes a new fuel and lubricating oil sulfate calculator which maintains a PM mass balance with sulfate changes.
