The critical steps required to evaluating the feasiblity of establishing a water quality trading market in a testbed watershed is described. Focus is given toward describing the problem of thin markets as a specifi barrier to successful trading. Economic theory for considering an external actor and required analyses are presented to help overcome this problem.
