Future energy prices and supply, availability and costs can have a significant impact on how fast and cost effectively we could abate carbon emissions. Two-staged decision making methods embedded in U.S. EPA's MARKAL modeling system will be utilized to find the most robust mitigation strategy under carbon constraints
