On July 21, 1999, EPA and the Department of Defense (DoD) signed a Memorandum of Agreement (MOA) to collaborate on a program to test new commercial-ready environmental technologies. When private companies develop new technologies for better environmental pollution prevention, control, and monitoring, it is to their advantage to have an objective third-party tester verify the product's performance. EPA and DoD are now joining forces to verify technologies through EPA's Environmental Technology Verification (ETV) Program and DoD's Environmental Security Technology Certification Program (ESTCP). This will allow companies to make better, faster, and cheaper technologies to penetrate markets of interest to both EPA and DoD.
