Description:

EPA published in 1994 a Final Rule formally designating the San Francisco Deep Ocean Disposal Site (SF-DODS) for the disposal of suitable dredged material removed from the San Francisco Bay region and other nearby harbors or dredging sites. This Final Rule contained an extensive Site Management and Monitoring Plan (SMMP), which set forth the overall structure and requirements for site management and monitoring. However, many of the operational details for achieving the SMMP requirements were not included but were supplemented by a Site Management and Monitoring Plan Implementation Manual (SMMP Implementation Manual) containing more detailed operational guidance. This Implementation Manual provides operational details for site management and monitoring that have been developed in close coordination with the San Francisco District, U.S. Army Corps of Engineers (USACE) during the initial two years of ocean disposal operations associated with the Port of Oakland -42-Foot Deepening Project.
