A COST EVALUATION OF SMALL SYSTEM COMPLIANCE OPTIONS: POU AND POE TREATMENT UNITS

EPA and drinking water stakeholders will use the above-mentioned documents. As a part of rule making, EPA will use the information contained in these documents to estimate unit costs associated with POU/POE treatment strategy. In addition, stakeholders may find useful cost information associated with implementing a POU or POE program.

Description:

The challenges facing small drinking water systems were a major focus of the 1996 Amendments to the Safe Drinking Water Act (SDWA). One way Congress sought to help systems meet these challenges was by explicitly allowing systems to install point-of-use (POU) and point-of-entry (POE) treatment devices to achieve compliance with the National Primary Drinking Water Regulations (NPDWRs). These documents outline the cost issues involved in implementing a successful POU or POE treatment strategy. It describes the capital and O&M costs associated with several types of treatment technologies and compares POU/POE treatment costs with those associated with centralized treatment. With careful attention to source water characteristics, federal, State, and local requirements, and public relations, centrally managed POU or POE treatment can offer a practical alternative to central treatment.
