Description:

The article examines EPA technical activities relating to the development of regulations pertaining to the control of both new and existing municipal waste combustion facilities (MWCs). The activities include: (1) assessing combustion and flue gas cleaning technologies, (2) collecting and evaluating air emission test data, (3) developing technical recommendations for good combustion practices, (4) developing model plants based on existing and projected MWCs, and (5) evaluating combustion and flue gas cleaning strategies at the developed model plants. The EPA is developing new emission rules which will apply to new and existing MWCs under the Clean Air Act. Revised New Source Performance Standards are being developed to control emissions from new sources pursuant to Section III(b) of the Act. Emission guidelines to be used by state authorities to define regulations for control of emissions from existing facilities are being developed under Section III(d) of the Act. According to EPA's schedule, these are to be proposed in November 1989 and promulgated in December 1990.
