Description:

This project evaluates a test program of a totally automated weight-based refuse disposal rate system. his test program was conducted by the City of Farmington, Minnesota between 1991 and 1993. he intent of the program was to test a mechanism which would automatically assess a fee for the quantity of waste which a waste generator sets out on the curb for collection. his evaluation consists of the following: a summary ot the proposal which the City of Farmington submitted to the USEPA to participate in the MITE Program; a description of the equipment that was used; a chronology of event that occurred during the test period; an analysis of the test program; a description of some of the difficulties encountered during the development of the system; an overview of current and pending technology; and recommendations on approaches to be taken by solid waste managers in using a weight-based pricing system and by equipment manufacturers in developing equipment for this application. he weight-based refuse disposal rate system which was tested by the City of Farmington operated with significant obstacles, Therefore sufficient test and field data was unavailable to validate or disprove the estimates of cost savings and waste diversion made by the City ot Farmington in Its proposal to the USEPA MITE Program. owever, this test program did provide information which will be useful in the institution of future weight-based disposal systems.
