Description:

The 2002 Charlotte Harbor Implementation Review (IR) summarizes the progress and challenges ahead for the Charlotte Harbor National Estuary Program (CHNEP). The implementation review report requires seven components: Status of CCMP implementation (programmatic progress); Environmental Results; Institutional Coordination and Public Involvement; Technical Assistance and Public Education; Overall Program Strengths and Limitations; and Feedback on EPA Involvement. Within the CCMP, 48 priority actions were adopted in order to implement the 15 quantifiable objectives. Each of the priority actions are further detailed with strategies. In preparation for this triennial review, the three problem area subcommittees of the Technical Advisory Committee (TAC) reviewed the priority actions and identified progress made, percent complete, and the next steps for the CHNEP to address the action. The subcommittees included the Water Quantity and Quality Objective Subcommittee (WQQOS), the Habitat Conservation Subcommittee (HCS), and the Hydrologic Alteration Subcommittee (HAS). Two pages have been devoted for each of the problem areas, one for quantitative objectives and one for priority actions. The proceeding six pages show the progress to date. The subcommittees were able to complete the analysis for the priority actions. However, because of the program office's late start in preparing this analysis, not all of the quantitative objectives were finished. Prior to the on-site review of the CHNEP by EPA, the quantitative objective analysis will be complete. Lead agencies for each priority action succeeds the six page analysis. Progress was measured by the percent completion of the priority action based on consensus of the sub-committees. Based on CCMP priority action progress, the CCMP is 23% completed. Technical and citizen initiatives were developed for budgeting purposes. These initiatives provide some additional detail to augment the strategies in the CCMP. However, the initiatives do not comprehensively address all priority actions not all quantitative objectives. Therefore, implementation focus of the CHNEP will return to the objectives and actions specifically listed in the CCMP. The initiatives will be retained to provide the additional detail for discussions regarding the priority actions.
