Description:

The following letters provide a summary of the Environmental Protection Agency's comments regarding 2004 Implementation Review of nine estuary programs in the National Estuary Program. Various strengths within the programs included leveraging federal funding, organizational setting and sponsorship, implementation funding, building community support, improving water quality, protecting and restoring habitat, outreach and education, technical assistance, support of core CWA programs, funds disbursement, technical conferences, expand program staffing levels, nutrient management, land protection, marine invasive species, smart growth, and environmental indicators development. Weaknesses that were noted include promoting smart growth, atmospheric deposition of pollutants, managing dredged materials, public involvement, water quality and habitat goals for tidal rivers, outreach, employee retention, funding strategies, sound municipal land-use planning, implementation committee membership, reduction in state support, long-term financial sustainability, restoring aquatic habitats, pathogen management, environmental indicators, technical assistance to communities, funding and visibility, formal office management structure, tracking environmental results and progress reporting.
