The Massachusetts Implementation Review Package contains annual work plans for fiscal years 2003 and 2004. Also included is a table of Leveraged Resources, the Tracking System report, the Environmental Indicators Report, NEP Achievements Report and a fact sheet for the Massachusetts Bay Estuary Association. The Massachusetts Bays Program continues to pursue actions highlighted in the Strategic Plan. Collectively, over the past year, the MBP staff worked on 24 of the 31 measures of success related to creating environmental results. While the sub-regions varied in the types of projects they worked on, each sub-region worked on projects related to Habitat, Stormwater, arid Land Use. Staff also worked on 13 of the 16 measures of success related to building organizational sustainability. The central staff took the lead with the 'Measures of Success' in this category though some regions held volunteer events and/or workshops with local officials that were also counted towards enhancing organizational sustainability. An important component of building organizational sustainability is the establishment of a non-profit partner to the MBP. Each region also worked on additional topics that were not necessarily addressed in the Strategic Plan including green landscaping, managing boat wastes, increasing public education and awareness, sediment toxicity, coastal bank erosion, coastal storm hazards, climate change, stormwater BMPs and new technologies, open space residential design, hydrology studies, Community Preservation Act assistance, and alternative energy sources. Though these topics were not specifically addressed in the strategic plan, MBP staff has been encouraged to continue their work in these areas because they are relevant to the goals outlined in the CCMP.
