This Comprehensive Conservation and Management Plan (CCMP) contains information about the overall health of the San Juan Bay Estuary (SJBE) as well as proposed solutions to identified problems. These solutions, or Action Plans, are the result of a more than 4-year process of consensus-building among agency representatives, scientists, citizens, business, and industry. As part of this process, a public opinion poll was conducted in 1995 by the SJBE Program to obtain information on the public's perception of environmental problems and priorities. A series of technical studies were conducted to collect environmental data and refine the existing knowledge base about estuary problems. Hundreds of meetings have been held within the formal structure of the program as well as in neighborhood gatherings. In September 1999, a draft Management Plan was published and made available for public review and comment. During the comment period, the public was encouraged to obtain a copy of the draft Management Plan from the SJBE Program Office or at one of many libraries or municipal offices throughout the estuary. Public service announcements on radio and television and flyers, street banners, and public notices in the newspaper El Nuevo Dia advertised the availability of the draft Plan and the schedule for public hearings and community meetings to discuss the Plan. This Management Plan has been organized into four volumes. Volume I contains eight chapters and a series of Appendices. Volume II (the Monitoring Plan), Volume Ill (the Capital Improvement Plan), and Volume IV (the Base Program Analysis) are available under separate cover and can be obtained from the SJBE Program Office. The Monitoring Plan describes the strategy to measure progress toward CCMP implementation and obtain environmental improvements in the system. The Capital Improvement Plan analyzes the estimated financial impacts of CCMP implementation and reviews financial sources to implement the CCMP. The Base Program Analysis evaluates the existing institutional framework and coordination among agencies.
