Volume I describes procedures for preparing a county wide inventory of volatile organic compounds (VOC), nitrogen oxides (NOx) and carbon monoxide (CO) for stationary sources. It is a companion document to Volume II, which describes procedures for converting an annual county wide emission inventory to a detailed inventory needed for photochemical models. The document is an update to the original, (PB89-152409), published in 1988.
