Abstract

The report provides EPA's detailed estimate of the capital costs to build publicly owned municipal wastewater treatment facilities to comply with the requirements of the Clean Water Act. The 1988 Needs Survey Focuses on construction grant eligible category of need, rather than the expanded State Revolving Fund eligibilities under the 1987 Amendments to the Clean Water Act. EPA's needs estimates include those facilities for which a water quality or public health problem could be documented in accordance with specific criteria established in the 1986 Survey.
