Abstract | In the City of Akutan, population about 100, located on Akutan Island in the Aleutian chain, has applied to EPA for an ocean dumping permit pursuant to 40 CFR Part 221. The City proposes to incinerate their municipal refuse and dump the residue in Akutan Harbor or Akutan Bay. Currently, the residents pile garbage and trash on the beach at low tide and burn it. The waves and tide disperse much of the residue into deeper water. This EIA has been prepared to assess the environmental impacts of ocean dumping. It evaluates three ocean disposal sites, two landfill options, and no action. The two landfill options are disposal of either unburned solid waste or incinerator residue. All alternatives are evaluated for combined waste from the village and one from the village seafood processor. Some information is provided concerning galley waste and trash from the seafood processor. The EIS does not address wastes from seafood processing. |

Designation of an ocean disposal site is required prior to permit issuance. Currently, the residents of Akuton (approx. 100 people) burn their garbage on the beach at low tide. The environmental impacts and socioeconomics of three ocean disposal site alternatives and an upland landfill are evaluated.
