Abstract
The review examines the policies, procedures and performance of the Agency in keeping ineffective products from being formulated, marketed or used. Because of their toxic characteristics, most pesticides pose some threat to man or to the environment. The goal of EPA regulation of pesticides is to ensure that the benefits provided by use outweigh the negative effects. For this reason the Agency is concerned with efficacy, the degree to which a pesticide product is capable of providing beneficial results.
