Abstract
The 1978 Needs Survey for Combined Sewer Overflow (Category V) and Urban Stormwater Discharges (Category VI) develops current and year 2000 capital and annual operation and maintenance cost estimates for pollution control facilities required to obtain three levels of receiving water beneficial use including the aesthetics level, the fish and wildlife level, and the recreation level. Estimated capital costs for year 2000 recreation levelreceiving water use are the needs reported to Congress. Cost estimates are based on consideration of the assimilative capacity of the receiving water evaluated by continuous hydrologic/water quality simulation and on the economic optimization of available control alternatives.
