Abstract
When Congress enacted the Toxic Substances Control Act (TSCA) in 1976, it gave the Environmental Protection Agency (EPA) the authority to identify and control chemical hazards to human health and the environment. The tenth report to Congress fulfills the reporting requirements for information about the administration of the Act found in TSCA sections 30, 9(d) and 28(c) for Fiscal Years 1987 and 1988. An overview of other major actions under TSCA is found in Appendices A and B of the report. TSCA Title I gives EPA the authority to gather certain basic information on chemical risks from chemical manufacturers and processors, and to require companies to test selected existing chemical substances and mixtures (chemicals) for toxic effects.
