Abstract
Growing Smart contains model legislation that could be enacted by states. In general, these provisions of law are likely to limit opportunity, economic growth and significantly interfere with the rights of people to their own property.Growing Smart is a legislative guidebook that has been created by the American Planning Association, with the support of the federal government, foundations and the Siemens Corporation (builder of urban rail vehicles, among other products). Growing Smart contains model legislation that could be enacted by states. In general, these provisions of law are likely to limit opportunity, economic growth and significantly interfere with the rights of people to their own property. The User Manual helps those interested in statutory reform navigate through the Guidebook and, by means of checklists and case studies, select from the options available in the Guidebook and tailor a program of statutory reform that will meet the unique needs of their state.
