Abstract
A number of wastewater facilities funded under the construction grants program are becoming operational. Recent studies indicate that, despite the expenditures of billions of dollars to expand, replace and upgrade these treatment facilities, there is an inability of many utilities to consistently comply with the regulatory requirements of the Act. Many of the reasons for noncompliance often can be traced back of the failure of the utilities to manage and operate the facilities on a self-sustaining basis. To be truly self-sustaining requires that a utility achieve organizational independence, management capability, public support, adequate staff and financial self-sufficiency. A number of utilities have not yet fully developed these capabilities. This Wastewater Utility Management Manual enables a utility to conduct reviews and evaluations of their management and financial capabilities to help them move toward a self-sustaining operation.
