Abstract
EPA has developed a new system to manage Renewable Identification Number (RIN) transactions under the Renewable Fuel Standard. The EPA Moderated Transaction System (EMTS) was released for official use on July 1, 2010. The EPA Moderated Transaction System is defined as a closed, moderated system for screening and trading Renewable Identification Numbers (RINs). EMTS has been developed for a number of reasons and has been widely accepted from many industry stakeholders. EMTS provides industry with the ability to generate and trade RINs in a structured, uniform environment and allows all regulated parties, who handle RINs, to receive immediate feedback. To support the Renewable Fuel Standard (RFS) program, the EPA Moderated Transaction System (EMTS) has been developed to screen the generation and transfer of RINs between renewable fuel producers, importers, exporters, obligated parties, and non-obligated RIN owners.
