Abstract
The report is a case history for an environmental management study to determine what pollution sources are the principal determinants of environmental quality in Allegheny County, PA. The study was conducted for the Allegheny County Health Department, Bureau of Air Pollution Control, in Pittsburgh, PA. Results were used as part of Allegheny County's contribution to the State Implementation Plan for achieving air quality standards for total suspended particulate matter (TSP). Techniques used in this ambient-correlation study include: (1) analysis of present air quality and trends; (2) log-normal distributions; (3) relative frequency of TSP levels; (4) monthly variations in TSP levels; (5) weekday/weekend analysis; (6) wet-day/dry-day analysis; (7) analysis of pollution roses; (8) wind frequency analysis; (9) isopleth maps; (10) contribution of steel plant emissions by modeling; and (11) particulate identification analysis. The report describes the integrated application of these techniques to determine the background traditional and nontraditional components of the ambient TSP levels. Study results include estimates of the relative source strengths of the particulates, the relative impacts of the sources, and the level of confidence of these results.
