Abstract
The background document provides the Agency's rationale and technical support for selecting constituents being proposed for regulation and for developing treatment standards for these wastes. The document also provides waste characterization data that serve as a basis for determining whether a variance from treatment standards may be warranted for a particular halogenated pesticide, and chlorobenzene, halogenated phenolic waste that is more difficult to treat than the wastes that were tested and from which treatment performance data were used to develop the treatment standards for the wastes included in the background document.
