  • Draft Watershed-Based NPDES Permitting Implementation Guidance is Available for Comment (PDF) (38K)
  • Describes the concept of and the process for watershed-based permitting under the NPDES permit program. Watershed-based NPDES permitting is an approach to developing NPDES permits for multiple point sources located within a defined geographic area (i.e., watershed boundaries). This approach, aimed at achieving new efficiencies and environmental results, provides a process for considering all stressors within a hydrologically defined drainage basin or other geographic area, rather than addressing individual pollutant sources on a discharge-by-discharge basis. The public can comment on this draft guidance until September 24, 2003.

  • EPA Workshops on Achieving Water Quality Through Integrated Municipal Stormwater and Wastewater Plans Under the Clean Water Act (PDF) (157K)
  • The workshops are intended to assist EPA in developing an integrated planning approach framework that could be used to help municipalities prioritize their infrastructure investments in order to maximize water quality benefits and consider various innovative approaches, such as green infrastructure, that may be more sustainable.

  • State Program Requirements: Application To Administer the National Pollutant Discharge Elimination System (NPDES) Program; Arizona (PDF) (51K)
  • The state of Arizona submitted a request for approval of the Arizona Pollutant Discharge Elimination System (AZPDES) program pursuant to section 402(b) of the Clean Water Act. With this request, the Arizona Department of Environmental Quality seeks approval to administer a partial program for discharges of pollutants into waters of the United States under its jurisdiction. EPA Region 9 provided public notice of Arizona's request for AZPDES program approval and of both a public hearing and public comment period on the State's program approval submission. EPA will either approve or disapprove the State's request after considering all comments it receives.
