Green Infrastructure - Funding Opportunities


Sources of Funding

Clean Water Act Nonpoint Source Grant (Section 319 Grants) - Congress amended the Clean Water Act (CWA) in 1987 to establish the Section 319 Nonpoint Source Management Program because it recognized the need for greater federal leadership to help focus State and local nonpoint source efforts. Under Section 319, States, Territories, and Indian Tribes receive grant money which supports a wide variety of activities including technical assistance, financial assistance, education, training, technology transfer, demonstration projects, and monitoring to assess the success of projects that have been implemented.

Clean Water State Revolving Fund (CWSRF) - CWSRF program has provided more than $4.5 billion annually in recent years to fund water quality protection projects for wastewater treatment, stormwater management, nonpoint source pollution control, and watershed and estuary management.

Community Development Block Grant Program Exit EPA Site - The Department of Housing and Urban Development’s Community Development Block Grant Program (CDBG) is a flexible source of funding that provides communities with resources to address a wide range of unique community development needs.

Eco-Logical Grant Program Exit EPA Site - The Federal Highway Administration’s Eco-Logical Grant Program is currently accepting applications for projects that will establish or assist in efforts to conduct an integrated planning effort while developing ecosystem-based approaches for transportation projects.

Rural Utility Service Exit EPA Site - The Department of Agriculture’s Water and Environmental Programs (WEP) provide loans, grants and loan guarantees for drinking water, sanitary sewer, solid waste and storm drainage facilities in rural areas and cities and towns of 10,000 or less.

Targeted Watersheds Grants Program - A competitive grant program that provides funding to community-driven, environmental results oriented watershed projects. To date, more than $37 million has been awarded to 46 watershed organizations. The program also provides capacity building grants to service provider organizations that can deliver training and tools for all watershed organizations across the country.

The Bronx River Watershed Initiative (BRWI) Exit EPA Site - BWRI is a new source of funding for stormwater retrofit projects along the Bronx River. The funds come from a $7 million settlement generated by the New York State Attorney General's Office resulting from violations associated with discharges of raw sewage into the Bronx River from storm sewers. BWRI has made approximately $1.5 million available in FY 2008 to fund stormwater retrofit projects that address the root causes of pollution from stormwater outfalls to improve water quality and river ecology.

US Green Building Council (USGBC) Green Building Research Fund (PDF) Exit EPA Site (4 pp, 92K) - The USGBC has committed $2 million for a research grant fund to underscore the critical role that research plays in advancing building science toward environmental and human sustainability. The fund's objective is to provide leverage in achieving progress on critical research and market transformation gaps. Discrete (finite) research projects will result in knowledge, policies, technologies and/or tools that will have an immediate and positive impact on sustainable building development, design, construction and operation.

Watershed Funding Resource Center - Committed watershed organizations and state and local governments need adequate resources to achieve the goals of the Clean Water Act and improve our nation's water quality. To support these efforts, the EPA’s Office of Wetlands, Oceans and Watersheds has created this web site to provide tools, databases, and information about sources of funding to practitioners and funders that serve to protect watersheds.


Funding Tools

Financing Alternatives Comparison Tool (FACT) - A financial analysis tool that helps identify the most cost effective method to fund a wastewater or drinking water management project. This tool produces a comprehensive analysis that compares various financing options for these projects by incorporating financing, regulatory, and other important costs.
