This effort falls under the umbrella of EPA's National Goals Project, which has developed a series of milestones for measuring improvements to the waters ofthe United States over the next 10 years. Measuring point source load reductions using PCS is one way to monitor improvements. The purpose of this guidance is to establish guidelines for consistent coding of NPDES permits in a manner that facilitates load reduction estimation through the use of PCS.
