U.S. EPA Webcast on Pesticide General Permit (PGP) Requirements for Notice of Intent

Overview

EPA is hosting a webcast to discuss the requirement under EPA’s PGP for certain Operators to submit a Notice of Intent (NOI) to be authorized to discharge. The presentation will cover which Operators are required to submit NOIs, deadlines for submission, NOI contents, EPA’s electronic NOI (eNOI) system, and additional NOI-related requirements that resulted from EPA’s Endangered Species Act consultation with the National Marine Fisheries Service. This will be a repeat of the webcast held on March 1, 2012.

Please note that this presentation is only applicable for the geographic areas where EPA is the NPDES permitting authority, which include:

  • Six states:
    • Alaska
    • Idaho
    • Massachusetts
    • New Hampshire
    • New Mexico, and
    • Oklahoma
  • District of Columbia
  • Puerto Rico
  • All other U.S. territories except for the Virgin Islands
  • Texas, but only for activities associated with oil, gas, or geothermal resources
  • Most Indian Country lands, and
  • Federal facilities in four additional states:
    • Colorado
    • Delaware
    • Vermont, and
    • Washington

The remaining 44 states and the Virgin Islands are authorized to develop and issue their own NPDES permits and requirements; any Operator discharging pesticides in areas not covered by EPA’s PGP should contact their state or territory for applicable NOI requirements, which may differ from EPA’s PGP. EPA will post an archived version of this presentation on the NPDES Training & Meetings website (www.epa.gov/npdes/training) shortly after the webcast.

If you apply pesticides in the geographic areas where EPA is the permitting authority, it is strongly recommended that you view the December 8th webcast prior to viewing this presentation to gain background on NPDES pesticide permitting and EPA’s PGP requirements. EPA has also developed an interactive web tool and several short fact sheets that provide background on the PGP (including two new factsheets: one on NOIs and one tailored for Mosquito Control Activities). These resources are available on the PGP website: www.epa.gov/npdes/pesticides.
