Abstract

EPA has released of the draft document solely for the purpose of pre-dissemination peer review under applicable Information Quality Guidelines (IQGs). This document has not been formally disseminated by EPA. It does not represent and should not be construed to represent any Agency policy or determination. EPA will consider any public comments submitted in accordance with this notice when revising the document.

The Office of Research and Development, in partnership with EPA’s Office of Water, recently developed a Climate Assessment Tool (CAT) for the Office of Water’s BASINS 4.0 watershed modeling system. BASINS CAT provides a flexible set of capabilities for modifying historical weather data to create climate change scenarios for assessing the influence of climate variability and change on water quantity and quality using the Hydrologic Simulation Program – FORTRAN (HSPF) watershed model. This report provides technical information including a discussion of tool capabilities and a set of hands-on tutorials intended to support BASINS users interested in applying the CAT tool.

Impact/Purpose

BASINS CAT provides a flexible set of capabilities for modifying historical weather data to create climate change scenarios for assessing the influence of climate variability and change on water quantity and quality using the Hydrologic Simulation Program – FORTRAN (HSPF) watershed model.

Status

Following the public comment period, the report will undergo an external peer review. The report will then be revised to address comments and posted on the NCEA Global web page. EPA will consider any public comments submitted in accordance with this notice when revising the document.

01-2006In 2006 the EPA Global Change Research Program (GCRP) supported the development of a Climate Assessment Tool (CAT) for the EPA Office of Water's Version 4 release of the BASINS water quality modeling system.
02-Sep 2008EPA releases the draft user manual and report for public review and comment.
03-Oct 2008EPA announced a 30-day public comment period in an October 2, 2008 Federal Register Notice.
