EPA Brownfields Program
EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism.
Assessment Grant
$200,000 for hazardous substances
EPA has selected the City of Saint Paul for a brownfields assessment grant. Petroleum funds will be used to conduct Phase I investigations on 193 active or abandoned underground storage tanks at 122 separate locations throughout the city. Many of these tanks, which are used for residential fuel storage, are suspected of leaking due to extreme age (30 to 50 years old) and overfilling. Based on the Phase I results, Phase II investigations will be conducted at about 80 locations. At the conclusion of the assessment investigations, Saint Paul will prepare a "strawman" corrective action plan for contaminated sites.
Community Description
Saint Paul was selected to receive a brownfields assessment grant. The City of Saint Paul is located on Saint Paul Island, which is one of the Pribilof Islands situated in the Bering Sea about 770 miles from Anchorage. The Pribilofs are the breeding grounds for millions of northern fur seals and sea birds, and are surrounded by one of the world's richest fishing grounds. Saint Paul Island is the largest Aleut community in the United States. With a total population of 532,457 (86 percent) are Alaska Native Americans. Unemployment is 25.8 percent, 36 percent of households are living in poverty, and 41 percent are living in substandard housing. This project focuses on identifying suspected active and former leaking underground storage tanks that were used to store fuel for heating residential homes and apartments. Identifying these leaking storage tanks paves the way for future replacement and contaminant cleanup. Additionally, the community will benefit from the jobs that will be created and the new subject matter learned while undertaking these efforts.
